¿QUIÉNES SOMOS?

Dirección de la Cátedra

Desde el inicio hasta mediados de 2015, la Cátedra Zaragoza Vivienda tuvo dos codirectores pertenecientes, en coherencia con su vocación interdisciplinar, a ámbitos científicos tan diferentes como la arquitectura y el derecho que, sin embargo, confluyen con gran naturalidad en la actividad de rehabilitación energética y regeneración urbana. No sólo arquitectura y derecho resultan relevantes, ciertamente, pero sí permiten estructurar la incidencia que en esta materia tienen otros ámbitos del saber como la economía, el trabajo social, la geografía, la ingeniería o el urbanismo. Desde mediados de 2015 hasta la actualidad, la Cátedra Zaragoza Vivienda ha sido dirigida por Belinda López Mesa

Belinda López Mesa es Profesora Titular de Universidad del área de Construcciones Arquitectónicas de la Universidad de Zaragoza. Arquitecta por la Universidad de Sevilla en 2000 y doctora por la universidad sueca Luleå University of Technology en 2004, ha trabajado desempeñando labores docentes, investigadoras y de gestión en Luleå University of Technology (2000-2004), en la Universitat Jaume I de Castellón (2004-2010) y en la Universidad de Zaragoza (desde 2010 y continúa). Ha realizado estancias de investigación en Reino Unido, en University of Manchester Institute of Science (2001-2003) y en India, en el Indian Institute of Science en Bangalore (2006) y estancias docentes en Dinamarca, en VIA University College (2007) y en la Universidad de Cantabria (2007-2012). Participa en Másteres y programas de doctorado de varias instituciones (Universidad de Zaragoza, CIRCE, Universidad de Sevilla). Especializada en sostenibilidad y eficiencia energética en edificación, centrándose en rehabilitación sostenible en la última década, ha participado en más de 20 proyectos de investigación nacionales y autonómicos y contratos con empresas. Ha dirigido tres tesis. Tiene más de 80 publicaciones en actas de congresos, libros y revistas científicas y es revisora de numerosas revistas internacionales indexadas JCR. Coordina el área de Construcciones Arquitectónicas de la Universidad de Zaragoza desde su creación en 2010. Dirige la Cátedra Zaragoza Vivienda desde su creación en 2011. Es miembro de la Junta directiva de la asociación profesional ASA (Asociación para la Sostenibilidad en la Arquitectura) desde abril de 2017. Es la investigadora responsable del Grupo de Investigación en Arquitectura (GIA), grupo de referencia T37_17R reconocido por el Gobierno de Aragón, desde 2017. Coordina el Máster Universitario en Arquitectura desde julio de 2019.

Julio Tejedor Bielsa es Catedrático de Universidad del área de Derecho administrativo. Desarrolla su actividad docente e investigadora en la Facultad de Derecho y en la Escuela de Ingeniería y Arquitectura de la Universidad de Zaragoza. Licenciado en Derecho por la Universidad de Zaragoza en 1992 y Doctor en Derecho por la misma Universidad (1997) con una tesis sobre el cambio de paradigma urbanístico en España titulada La necesaria redefinición del modelo urbanístico en el Estado autonómico (publicada en 1998, Aranzadi). Participación en cursos de derecho administrativo y, en particular, derecho urbanístico, de la vivienda, régimen local y urbanismo. Actividad docente en la Universidad de Zaragoza desde 1992 y estudios en la Universidad Paris I (Panthéon-Sorbonne). Autor de seis monografías, cuatro de ellas sobre temas urbanísticos, de vivienda y ordenación territorial (Propiedad, equidistribución y urbanismo, Aranzadi, 1998; Un modelo urbanístico alternativo. El derecho francés, Cedecs, 1998; Gobierno del territorio y Estado autonómico, Tirant lo blanch, 2001; Derecho a la vivienda y burbuja inmobiliaria. De la propiedad al alquiler y la rehabilitación, La Ley, 2012) y de más setenta publicaciones en editoriales y revistas nacionales e internacionales (RAP, REDA, RArAP, Ius Publicum Network Review, RUyE, RDU, entre otras). Entre 1994 y 2013 ha impartido numerosas conferencias y seminarios y participado en doce proyectos de investigación sobre temas diversos (medio ambiente, urbanismo, vivienda, ordenación del territorio, entre ellos). Actividad profesional de consultoría y asesoramiento para administraciones públicas y entidades privadas. Director General de Vivienda y Rehabilitación (2003-2005, 2009-2011) y Director General de Urbanismo (2005-2007) del Gobierno de Aragón. Vocal especialista del Consejo de Ordenación del Territorio de Aragón de 1999 a 2005. Redactor de la Ley de Cortes de Aragón 24/2003, de 26 de diciembre, de medidas urgentes de política de vivienda protegida, del anteproyecto de la Ley de Cortes de Aragón 3/2009, de 17 de junio, de Urbanismo y colaborador en el proceso de redacción de la Ley 8/2007, de 28 de mayo de suelo.

Desde mediados de 2015, y debido a que Julio Tejedor Bielsa se encuentra en situación de servicios especiales por desempeño de alto cargo en el Gobierno de Aragón como Secretario General Técnico de la Presidencia y Secretario de Actas del Gobierno de Aragón, la dirección de la Cátedra recae en Belinda López Mesa.

 

Comisión Mixta de Seguimiento

Para el desarrollo de las actividades se constituye una Comisión Mixta de Seguimiento del convenio integrada por representantes de cada una de las partes, que son nombrados por el Rector de la Universidad de Zaragoza y por el Presidente de la Sociedad Municipal de Zaragoza Vivienda, S.L.U. Dicha comisión se reúne al menos una vez al año.

Comisión Técnica

El carácter interdisciplinar de la Cátedra Zaragoza Vivienda aconseja tener un especial cuidado en la definición de su ámbito de trabajo y la atención a las diferentes áreas de conocimiento que abordan la amplia problemática que constituye su objeto. Por ello, desde su creación, cuenta con una Comisión Técnica que, junto a la dirección, contribuye a orientar de manera adecuada su actividad. ABOUT US

Since the creation of the Partnership to mid-2015, the Cátedra Zaragoza Vivienda has had two co-directors belonging, in coherence with its interdisciplinary vocation, to very different scientific backgrounds: Architecture and Law. Both subjects naturally merge in the field of Building Renovation and Urban Regeneration. Not only Architecture and Law are considered relevant, but they allow to structure the effect on this field of other subjects, such as economy, social works, geography, engineering or urbanism. Since 2015 Belinda López Mesa is the director of Cátedra Zaragoza Vivienda.

Belinda López Mesa is an Associate Professor in the division of Architectural Technology at the University of Zaragoza.  Graduated as Architect from the University of Seville in 2000, she got her PhD from Luleå University of Technology in 2004. She has been involved in teaching, research and university service, at Luleå University of Technology (2000-2004), Universitat Jaume I (2004-2010) and the University of Zaragoza (2010-present). She has been a visiting researcher in Manchester (United Kingdom) –at the University of Manchester Institute of Science and Technology (UMIST) (2001-2003) –, and in Bangalore (India) –at the Indian Institute of Science in Bangalore (2006) –, and a visiting lecturer in Horsens (Denmark) –at VIA University College (2007) –, and in Santander (Spain) –at University of Cantabria (2007-2012) –. She participates in Master degree and doctoral programs at various institutions (University of Zaragoza, CIRCE, University of Seville). Specilized in sustainability and energy efficiency in buildings, she has focused on sustainable renovation of buildings in the last decade. She has participated in more than 20 national and regional research projects and contracts with enterprises. She has directed four theses. She has more than 80 publications in journals, conference proceedings and books and is a reviewer for numerous international JCR journals. She coordinates the division of Architectural Technology at the University of Zaragoza since its creation in 2010. She has directed the Cátedra Zaragoza Vivienda since its creation in 2011. She is a member of the Board of Directores of the professional association ASA (Association for Sustainability in Architecture) since April 2017. She is the Principal Investigator/Project Director of the Architecture Research Group (GIA), a reference group T37_20R recognised by the Government of Aragon since 2017. She coordinates de Master Degree in Architecture of the University of Zaragoza since July 2019.

Julio Tejedor Bielsa is a Full Professor at the University of Zaragoza in the Division of Administrative Law. He develops his teaching and research activity in the Law Faculty and in the School of Engineering and Architecture at the University of Zaragoza. He holds a Law Degree of the University of Zaragoza since 1992 and a PhD in Law in the same University since 1997. He defended a thesis about the change of urban paradigm in Spain called The needed redefinition of the urban model in the autonomous state (published in 1998, Aranzadi). He has taken part in lectures about Administrative Law and, in particular, Urban Housing laws, Local Government and Urbanism. He has performed his teaching activities at the University of Zaragoza since 1992 and he has conducted studies at the University of Paris I (Panthéon-Sorbonne). Author of six monographs, four of them about urban topics, housing and spatial planning (Property, Equi-distribution and Urbanism, Aranzadi 1998; An alternative urban model. The French rights, Cedecs, 1998; Territory´s Government and autonomous State, Tirant lo blanch, 2001; Rights for housing and real-state bubble. From the property to rental and regeneration, La Ley, 2012) and other 60 more publications in national and international editorials and journals (RAP, REDA, RArAP, Ius Publicum Network Review, RUyE, RDU, among others). Between 1994 and 2013 he has given numerous conferences and seminars and participated in twelve research projects about various topics (environmental science, urbanism, housing and spatial planning, among others). Consultancy professional activity and advisor for public administration and private entities. General Director of Housing and Regeneration (2003-2005, 2009-2011) and General Director of Urbanism (2005-2007) of the Government of Aragón. Specialist Vocal of the Spatial Planning Government Council of Aragón from 1999 to 2005. Editor of Cortes de Aragón Law 24/2003, 26 of December, about politic urgent measures for subsidized housing, of Cortes de Aragón Law draft 3/2009, 17 of June, of Urbanism and collaborator in the Law draft 8/2007, 28 of May, of Land.

Since mid-2015 Julio Tejedor Bielsa is on special services as General Technical Secretary of the Presidency and Secretary for Acts of the Government of Aragón. For this reason since this then Belinda López Mesa is the sole director of the Partnership.

 

Joint Monitoring Committee

 For the development of the activities a Joint Monitoring Committee is created; formed by representatives of each of the parties, which are named by the Rector of the University of Zaragoza and by the President of the Municipal Society of Zaragoza Vivienda, S.L.U. The mentioned committee will gather at least once a year.

Technical Advisory Committee

The interdisciplinary nature of Cátedra Zaragoza Vivienda makes us have special attention in the definition of the work frame and the different knowledge subjects that address the broad problem of Housing and Urban Regeneration. Therefore, since its creation, it counts with a Technical Advisory Committee that, together with the directors, contributes to an appropriate orientation of its activities.
